Here is my take on it.

I went for watercolour pens for this image to give a soft look. Cut out in die cut oval & matted on to blue & gold. This is on the wave paper from the set. I have just added some extras gold die cut shell boarder,anchor,seaweed, blue pearls & stamped sentiments.
